FY 2015 CoC Rank and Review Policies and Procedures

All new projects seeking FY 2015 bonus project funding will be placed at the bottom of the project ranking list.   As these projects have none of the criteria used to rank renewal project there can be no accurate comparison of renewal and new projects. All bonus projects will be evaluated on objective criteria supplied in the program briefs submitted by applicants. Organizations will be evaluated on capacity, eligibility of activities, program description, target populations, and other relevant measures.


Objective criteria related to program performance will inform the rank and review process of all renewal applications.  These criteria include financial management, program performance measures and program utilization statistics. Programs prioritizing target subpopulations (chronic, veterans, families) will receive priority over projects with no prioritization policies.  Alignment with HUD priorities will also be used to rank renewal projects.
